Regional Development Plan Documents
The Atlanta Regional Commission (ARC) has developed a Regional Development Plan (RDP) that sets forth policies to guide future development decisions in the region.The Regional Development Plan includes two main components – Regional Development Plan Policies and a Technical Report.
RDP Policies seek to integrate land use decisions with transportation, environmental and other public investment decisions. These policies serve as recommendations to local governments for endorsement or implementation within their local planning efforts and also guide ARC’s regional planning efforts.

Envision6 Land Use Implementation Activities
The Envision6 Implementation Strategy is a program of activities that ARC will undertake during the 2006 to 2009 period to coordinate land use, transportation and related planning and forecasting associated with updates of the Regional Transportation Plan (RTP). Included in the implementation strategy were nine activities to be lead by the Land Use Coordinating Committee (LUCC) over the next three to four years. The Land Use Coordinating Committee (LUCC) is comprised of planners and related professionals from counties throughout the 20 county area. Subcommittees of LUCC were formed to guide the development of documents during 2007 in order to address four of the nine tasks for LUCC. The resulting documents of these subcommittees are linked and described below:
- Greenfield Development Models (PDF)
The purpose of this document is to identify a range of "greenfield" development types from around the region that can be considered by metro area local governments.
- Context Sensitive Solutions (PDF)
This report will provide a review of current policy and practices related to context sensitive design in the state of Georgia and throughout the country; it will assess the implementation process in the Atlanta region; and will recommend additional resources that could be considered by project sponsors or policy makers.
- Review of Zoning Standards (PDF)
Zoning administered by local governments in Georgia is a primary tool with public infrastructure, federal and state laws for guiding the state’s growth. This report provides the history and an overview of zoning in Georgia.
- Accessory Dwelling Units (PDF)
This report identifies the benefits and uses of accessory dwelling units (ADU's) and how they can provide additional housing options for communities throughout the region.
